At its June 26 meeting, the Rochester Selectboard accepted with deep regret the resignation of assistant town clerk, Mary Davis, who is retiring after 35 years at that post (see picture elsewhere in this issue). It was announced that Constable Paul Frigault would also be resigning, effective early this fall, and the town needed to begin actively seeking a replacement. Constable Tom Simpson spoke about the training needed for that person, and the board discussed various ways to go about finding and training them. Former board chairman Charlie Biederman suggested the town consider looking for and training a young person considering a career in law enforcement. Board member Danny McIntyre noted that a contractor would begin work as soon as possible on a new septic system at a residence south of town. The town will pay the cost initially, and has an agreement with the homeowner that she will pay the money back on a set schedule. Constable Simpson reported on a dog bite incident that happened in Hancock. The dog, which bit a person multiple times, after getting into a fight with another dog, comes from a residence in Rochester. Constable Frigault added that he had met that day with the dog owner to get further information. That dog is now in quarantine. McIntyre reported on information received from Biederman, who did research, at the board’s request, on a gas/electric hybrid vehicle for use as a cruiser by the town constables. Biederman recommended the purchase of a four-wheel drive Ford Escape at a basic price of $27,013. The board will discuss this further at a future meeting. In his role as road commissioner, McIntyre said he was working further on details of the Shady Ridge Bridge and Brook St. Bridge projects. The board will hold a public meeting prior to the beginning of the actual work on the Brook St. project. McIntyre also reported that paving work is slated to be done this summer on the section of Bethel Mt. Rd. leading into the village, as well as on Austin Hill Rd., and the beginning of Quarry Hill Rd. Following interviews, a new road crew member was hired. There were seven applicants for the position. In water and sewer news, Terry Severy and Larry Straus addressed the issue of grease trap locations. Severy said the rainy weather was holding up the start of flushing the village water system mains. Under new business, McIntyre expressed concern about the condition of a certain tree on the town park, and town clerk Joanne McDonnell agreed to call Trees, Inc. to ask them to come and do their annual assessment of all the trees on the park. McIntyre also spoke about replacement materials and costs for the old fencing on the town ball field, and discussed ways to get the work done at the lowest possible costs. Board member Larry Straus spoke regarding a template for an emergency management ordinance he re-worked from one received from the Vermont League of Cities and Towns. The board will consider this document at its next meeting, Monday, July 10. The purpose of the ordinance is to delineate the responsibilities of various town departments and officials to make decisions during emergency/disaster situations. ____________ |
