The following is a summary of the draft minutes of the May 7 Granville Selectboard meeting. Resident Kevin Bagley advised the board that the site around the fire department building is in need of organizing. The board gave him permission to remove the scrap metal and to move the sand pile away from the building. Rick Lanpher reported on his inspection of the furnace at the Town Hall. It has an efficiency rate of 74%, and to replace it with a new furnace would only increase the rate to 82%. He said improving the insulation in the building would provide better results in heating efficiency. Replacement of the furnace can be put off for now. Board member Vivian Branschofsky will research insulation costs. Jim Dague reported that the invoice from the recent grading of town roads will be held until next fiscal year. He also reported that the Better Back Roads grant application for culvert and bridge assessment had been approved for $3300. Dague has contacted the National Forest Service about debris on West Hill Road. An agreement was made that the National Forest is responsible for clean up. Norm Arseneault reported on planning for a tri-town emergency services building. Arseneault also reported on the Handly Road bridge. As of Monday, the contractor’s office was set in place. No activity has begun as yet, as the state prohibits machinery to enter waters before June 1. Petition Jim Dague explained that it was found that a petition calling for the selectboard to establish a town road crew, instead of contracting out the work, is not valid. The matter is not actionable by petition, the board was advised, as road maintenance is up to the discretion of the selectboard. Therefore. there will be no hearing or special balloting scheduled on the question. Bagley was asked to withdraw the petition, but he declined to do so. The board approved Kate Stauss as assistant Town Clerk. A notice of unlicensed dogs was signed. Meeting on Hearse The board will hold a special meeting Friday, May 25, 6 p.m., at the town clerk’s office, to consider whether to authorize the sale and removal of the hearse, the hearse building, and the building contents. There will be an opportunity to hear from residents, and Helen Dillon, chair of the Planning Commission, will report on her discussions with potential purchasers and bids received.
