Blakeman Again Before DRB, Kevin Blakeman of Sharon is back on the agenda of Randolph’s Development Review Board for its next meeting, Tuesday, Nov. 27. Blakeman is seeking reconsideration of several conditions attached by the DRB to his permit to build a nine-unit apartment building on Sunset Hill Road. The project was approved unanimously, but with numerous conditions, last month by the board. Blakeman got his permit after two denials from the DRB and two appeals by Blakeman to the Environmental Court, over two-and-a-half years. Blakeman told The Herald last month that he is unhappy about conditions that limit lighting and lawn mowing, and that require relocating a drive. However, Blakeman is apparently entertaining a different approach for developing the 5.8-acre parcel. According to Randolph Zoning Administrator Mardee Sanchez, Blakeman has also asked the DRB for preliminary discussion or review of a plan to build six, single-family dwellings on the lot, as a "planned unit development." This week, Sanchez explained why the legal warning for Tuesday night’s meeting contains some "either/or" language, related to the Blakeman agenda item. The warning indicates that the DRB will consider either an appeal of the permit, as issued by Sanchez, and/or reconsider the DRB’s decision with conditions. Sanchez said Blakeman’s attorney indicated that it is the conditions Blakeman is appealing, not the permit. However, the language of the letter Blakeman submitted "is a little confused and seems to indicate he is appealing the issuance of the permit," Sanchez said. Other Applications On November 27, the DRB will also consider a proposal to build a 40,000-square-foot publishing house behind Tucker’s Greenhouse on Route 66 (see page one article); two lot-line adjustments, and a five-lot subdivision on Davis Road in Randolph Center. In a request related to the publishing house, the Thomas J. Mowatt Revocable Trust is seeking a lot-line adjustment between two of its properties on Route 66. The subdivision request comes from Marc McPhetres, who is seeking to divide a 136-acre parcel into five pieces, with four of them 5.2 to 9 acres, and the fifth the 77-acre remainder .The land is in the RU5 (Rural Use, five-acre minimum) district. Seeking lot-line adjustments are Richard McLaren and James and Mary Moran, for properties at 90 Moxley Drive and 1800 Chelsea Mountain Road. The Nov. 27 hearing begins at 7 p.m., at the conference center, at Gifford Medical Center. ____________ |
