Health Insurance Questions

It seems as if AARP has a new set of rules. Should you have health insurance at their regular rate, it could be $130 a month, at least that was what it was in January 2007. It now has increased to $150 a month. Should you enroll as a low income (state of Vermont) your fee would be $60 a month.

At $60 a month, you get a choice of doctors, medications and a stay at the hospital. The higher rate (premium) does not include your medications or a stay at the hospital!

When I asked about the state plan, and changing to that lower premium plan, I was told I would not be covered, as my zip code was not covered under their plan. Does this imply that high premium members are subsidizing the state plan? This seems unfair and is similar to the idea of the honest drivers paying more for their insurance rates to fund the no-insurance drivers.
